Beskrivelse: "The political reforms of the 1830s which instigated the gradual modernization of British government also saw the beginnings of concern for the welfare of the community. As attempts were made to overcome the unprecedented problems of an urban industrial society, social problems gradually emerged which form the basis of today's Welfare State. The traditional poor law system, inherited from the late sixteenth century, was reorganized in the hope of abolishing pauperism, but it was soon obvious that the system was hindered by the poor living conditions which still caused extensive suffering and poverty. There followed long campaigns for better standards until, by the end of the nineteenth century, a complex system of public health had been devised and a hesitant beginning made with local authority housing. As these developments took place, however, it became obvious that environmental improvements were inadequate to deal with unemployment, sickness and poverty in old age and that more direct actino by the state was required. The LIberal Government in 1908-11 introduced modest but significant schemes of pensions and national insurance. The remaining developments took place against the background of two world wars and a great depression until by 1948 there were family allowances, a national health service, a greatly extended national insurance scheme and the replacement of what was left of the poor law by national assistance. Professor Bruce has brought together a rich variety of original documents illustrating the key points of this development."
